Fiscal Health + Land Use + Redlining Analysis

In 2023, I collaborated with the City of Shreveport and local partners to conduct a fiscal impact analysis, assessing how different development types affect city finances. Through detailed mapping and analysis, our team at Urban3 illustrated that denser downtown developments yield higher tax revenues per acre compared to suburban sprawl, which often incurs greater maintenance costs. We presented these findings to city officials and residents, encouraging more sustainable growth strategies that align with Shreveport’s 2030 Master Plan.

Redlining Analysis

  • Analyzing redlining patterns reveals areas that have historically been denied investment, helping cities understand current disparities in access to resources, wealth, and opportunities.

  • By highlighting areas that were affected by discriminatory practices, municipalities can target resources and policies to address these past injustices and promote social equity.

Land Vacancy Audit

  • A vacancy analysis reveals unused or underdeveloped properties, providing opportunities to repurpose these spaces for housing, commercial, or community uses.

  • By understanding where vacant land is located, cities can make informed decisions on how to encourage development in areas that align with broader planning goals, reducing the need for urban sprawl.

Visualizing Sales Tax Per Acre

  • By examining sales tax contributions by acre, cities can easily identify which areas generate the highest tax revenue relative to their land area, providing a clearer picture of high-value properties and districts.

  • Sales tax per acre analysis helps cities balance infrastructure costs with revenue potential, ensuring that land development aligns with fiscal goals and minimizes long-term maintenance expenses.

City Budget Analysis

  • A detailed budget analysis allows city officials and residents to see where tax dollars are being allocated, building trust and promoting transparency in government spending.

  • Analyzing current and historical budgets provides insights that help guide future investments, allowing cities to anticipate and plan for long-term financial obligations and potential economic shifts.
